The title of the bill is misleading and they did that on purpose because most people don’t read the bill. The bill they are talking about is bill C4 which bans and makes criminal “conversion therapy” meaning everything that promotes heterosexuality and the sex we are born with. On top of it this bill specifies that it encourages the exploration of gender identity which mean any practice use to explore gender, including surgery.

Definition of conversion therapy
320.101 In sections 320.102 to 320.104, conversion therapy means a practice, treatment or service designed to
(a) change a person’s sexual orientation to heterosexual;
(b) change a person’s gender identity to cisgender;
(c) change a person’s gender expression so that it conforms to the sex assigned to the person at birth;
(d) repress or reduce non-heterosexual attraction or sexual behaviour;
(e) repress a person’s non-cisgender gender identity; or
(f) repress or reduce a person’s gender expression that does not conform to the sex assigned to the person at birth.
For greater certainty, this definition does not include a practice, treatment or service that relates to the exploration or development of an integrated personal identity — such as a practice, treatment or service that relates to a person’s gender transition — and that is not based on an assumption that a particular sexual orientation, gender identity or gender expression is to be preferred over another.

MPs comment following the House of Commons’ passage of the federal government’s legislation to ban conversion therapy in Canada. The House unanimously adopted a motion proposed by Conservative justice critic Rob Moore to pass C-4 through all stages without study or amendment.
The legislation now proceeds directly to the Senate. Speaking with reporters on Parliament Hill are ministers David Lametti (justice), Pascale St-Onge (sport), Seamus O’Regan (labour), Randy Boissonnault (tourism); Liberal MP Rob Oliphant; Conservative House leader Gérard Deltell; government House leader Mark Holland; and NDP MPs Randall Garrison and Blake Desjarlais. The Liberal government introduced C-4 just days earlier on November 29.
This marks the party’s third attempt to ban the widely discredited practice of attempting to change a person’s sexual orientation or gender identity using psychological or spiritual interventions.
